 Utility Services

 The Administrative Services Department processes monthly utility bills. These bills include costs associated with water usage, sanitary sewers, and storm water costs. Water rates are established by filing a rate application with the Public Service Commission of Wisconsin (PSC), which Howard has done since 1955. The sanitary sewer utility and storm water rates / fees are established by the Village Board.
 

 The rates for the water and sewer utility are based on customer usage and expressed on a per-thousand gallons basis. The average residential customer uses about 3,800 gallons of water each month for a combined monthly billing of about $70. The bills are typically generated on the last day of each month with a due date on the 20th of the following month. 

Customers can set up their billing to allow for automatic withdrawal from their checking or savings account on the 19th of each month and can also provide an email address to receive bills electronically. Automatic billing reduces staff time, paper waste, and mailing expenses while saving residents time and money too. To set up automatic withdrawal, just complete and return the form to Howard Village Hall, 2456 Glendale Ave., Howard, WI 54313. 


Sanitary Sewer Rate

  • Residential: $6.30 per thousand gallons plus a $7.00 monthly service fee

  • Non-Residential/Multi-family: $7.30 per thousand gallons plus a $7.00 monthly service fee

Residential Water Rate

  • $6.85 per thousand gallons

  • There is a monthly service fee based on the size of the customer's meter:

    • $16.90 for a standard 3/4-inch meter

    • $325.00 for 8-inch meter

  • There is also a fire protection fee based on the size of the meter that ranges from:
    • $5.63 per month for a 3/4-inch meter
    • $450.00 Per month 8-inch meter

Non-Residential/Multi-family Water Rate

  • $7.60 per thousand gallons for the first 10,000 gallons

  • $7.40 for next 90,000 gallons

  • $7.25 for over 100,000 gallons

  • There is a monthly service fee based on the size of the customer's meter:

    • $16.90 for a standard 3/4-inch meter

    • $325.00 for 8-inch meter

  • There is also a fire protection fee based on the size of the meter that ranges from:

    • $5.63 per month for a 3/4-inch meter

    • $450.00 per month 8-inch meter

Storm Water Rate

  • $6.20 per month per Equivalent Residential Unit (ERU) of impervious surface on each lot of record
